His Holiness the 3rd Drubwang Pema Norbu (Penor) Rinpoche is the 11th throne holder of Palyul lineage of Nyingma tradition of Tibetan Buddhism. During the Nyingma Monlam Chenmo in 1993, H.H. Penor Rinpoche was unanimously proclaimed as the Supreme Head of all of the Nyingma Tradition, a responsibility formerly held by H.H. Dudjom Rinpoche and H.H. Dilgo Khyentse Rinpoche. H.H.
